Connecticut Criminal Justice Information System (CJIS) Governing Board

The agency commissioners (or agency heads) and other specified organizational representatives, as members of the CJIS Governing Board, establish direction and policy on justice information. In addition, agency designees comprise a CJIS Implementation Group to facilitate the coordination and integration of CJIS programs.  Additional committees support the work of the CJIS Governing Board. 

CJIS Governing Board

The Criminal Justice Information System (CJIS) Governing Board is comprised of the criminal justice agencies; its membership and responsibilities were expanded with Public Act 08-1, of the January 2008 Special Session.  The CJIS Governing Board is co-chaired by the Lt. Governor and the Deputy Chief Court Administrator, as designees.  The CJIS Governing Board includes representation from the Executive, Judicial, and Legislative Branches of Connecticut State Government.  Municipal law enforcement is also represented.  Broadly, the CJIS Governing Board is concerned with justice information supportive of law enforcement and court functions involving apprehension, adjudication, incarceration, and supervision. 

In accordance with Public Act 08-1, of the January 2008 Special Session of the Connecticut General Assembly, the  membership of the CJIS Governing Board is expanded and the Co-Chairs are designated.  There are 16 members, representing different criminal justice responsibilities.  

This same act specifies the establishment of a Criminal Justice Information System (CJIS) information Sharing System.  It will be a responsibility of the Executive Director to oversee the design of and the implementation of a comprehensive, state-wide information technology system for criminal justice information. 

The CJIS Governing Board Executive Director is Mr. Sean Thakkar.  Sean Thakkar began his work with the CJIS Governing Board on September 26, 2008.  In his initial work, he has assessed and evaluated the Criminal Justice Information System environment and resources among the criminal justice agencies.  He has provided a moving forward strategy for CJIS Initiatives.  The moving forward strategy is outlined in the presentation titled:

Primary among the initiatives is the design, development, and implementation an Information Sharing System specified in Section 40 of Public Act 08-01 of the January 2008 Special Session of the Connecticut General Assembly. 

Also specified is a requirement for periodic reports on the status and progress of the design and implementation of the information technology system specified in the legislation and identified as the Criminal Justice Information Sharing System.  These periodic reports are available at the following links:

An Offender Based Tracking System (OBTS) is currently established and operating among the criminal justice agencies under the oversight of the CJIS Governing Board. 

The CJIS Governing Board, at a minimum, meets quarterly; it meets more frequently as items for consideration of the CJIS Governing are identified.  The meetings are scheduled at the call of the co-chairs.
